System Performance Measures (SPMs) Preparation

The Institute for Community Alliances (ICA) and the Boise City / Ada County Continuum of Care (BCAC CoC) are partnering with HMIS-participating organizations to prepare for the upcoming annual System Performance Measures (SPMs) submission to HUD.

The SPMs submission is an annual process that accounts for approximately 25% of the CoC’s overall CoC NOFA score and assists the community in understanding how the homeless services system is functioning and addressing homelessness over time.

ICA will host two webinars for HMIS-participating organizations. These webinars will take a deep dive into the data quality reports ICA will send out to organizations to assist in the data cleanup process for the SPMs submission. We will walk through each report step by step, how to read it, what it’s telling the user, and how to go into HMIS to fix any issues that appear on the reports.

Please use the following link to register for one of the ICA-hosted webinars (select whichever time works best for you when registering), and please forward these dates and links on to any HMIS users within your organization who need to attend (only need to register for one):

- Thursday, April 11th from 10:00am - 11:30am MDT
- Friday, April 12th from 2:00pm - 3:30pm MDT

Additionally, because the SPMs process is so important and will take significant time and resources for all, ICA will not be providing any new user trainings for HMIS from April 22nd - May 24th. Please be aware of this “blackout” period when reaching out to ICA to schedule new user trainings for HMIS. Please contact ICA with any questions!

3.917 Questions Guide

This is intended to assist intake and data entry staff who work with the set of questions called “3.917” collectively (or often referred to as the “Where did you sleep last night?” questions). These questions ask a client about the following: Residence Prior to Project Entry, Length of Stay in Prior Living Situation, Approximate Date Homelessness Started, Number of Times Experiencing Homelessness in the Last 3 Years, and Number of Months Experiencing Homelessness in the Last 3 Years.
