Julie Eberbach serves ICA as Associate Director and Iowa Director. Julie oversees the Iowa HMIS project staff, and manages ICA’s Federal and State grants. Julie monitors Federal and State program and policy around housing and homelessness to assure appropriate HMIS compliance, and advocates for expanded use of HMIS data.
Chief Executive Officer
David Discher is the Founder of the Institute and serves ICA as Chief Executive Officer. David provides fiscal oversight, leadership to the Board of Directors and ongoing support to ICA’s strategic planning.
Ehren Stover-Wright leads ICA’s research and analysis efforts in Iowa and collaborates with ICA’s other projects on analytical work. Ehren designs and produces reports to inform and support data driven decision making at the CoC level. Ehren also provides analysis related to issues of homelessness, poverty, and affordable housing.
Gary Wickering serves as part of the ICA HMIS System Administration Team for the Iowa Balance of State. Gary leads the HMIS Point-in-Time and Housing Inventory project work for the Balance of State and also leads the HMIS support for the Runaway and Homeless Youth (RHY) program.
Eileen Mitchell serves as the HMIS System Administrator for the Des Moines/Polk County Continuum of Care, and provides all training and technical assistance to the service providers in that CoC. Eileen also provides all technical system support to the Des Moines/Polk County Centralized Intake & Assessment Project.
David Nelson serves as part of the ICA HMIS System Administration Team for the Iowa Balance of State Continuum of Care, providing all training and technical assistance to service providers across the state. David leads the HMIS support to the Supportive Services for Veterans Families (SSVF), Projects to Assist in the Transition from Homelessness (PATH) and Housing Opportunities for Persons with AIDS/HIV (HOPWA) programs.
Executive Administrative Assistant/Fiscal Manager
Kimberly Grandstaff serves ICA as our Executive Administrative Assistant and Fiscal Manager. Kimberly oversees all aspects of agency administrative support, and fiscal management. Kimberly also assists ICA’s Executive Director with budget planning, monitoring and support.
Jane Meyer serves ICA as our Consulting Accountant. Jane oversees all ICA fiscal operations, ICA’s independent audit, and all ICA required fiscal reporting.
Kristine Frakes, CFRE
Director of Community Impact
Kristine Frakes serves as the Director of Community Impact. Kris works with the ICA team and affiliates to help communities increase program impact and effect meaningful change for families experiencing housing instability, homelessness and related issues. Kris oversees development and outreach efforts to promote an expanding menu of customizable ICA services targeted to measure, analyze and evaluate outcomes and system effectiveness.
Amanda Steele serves ICA as our Administrative Assistant.
