The Institute for Community Alliances has compiled a report on homelessness in Wisconsin in 2018. The goal of this report is to serve as an overview of homelessness in Wisconsin.

This report includes clients who were served in the following project types:

  • Emergency Shelter

  • Transitional Housing

  • PATH, ESG, and City-funded
    Street Outreach*

  • Rapid Re-Housing (entering only)

  • Permanent Supportive Housing (entering only)

*In 2017, only PATH street outreach clients were included in the HMIS annual report.  Prior to 2017, all street outreach clients were included in the report. Because of this, we recommend caution in comparing the total number of clients experiencing homelessness in Wisconsin to the figure in previous reports.
